Due to the shape of the rim I sand the outside next to the bottom by hand. If the rim were not there I would use the disk.

Keep your finger tips off the wood when moving up the side where the air starts. They also point in the direction of the turn so that they will be bounced out and away if they venture inside the bowl.
Work your way through the sanding grits until satisfied with the appearance. Then the tenon needs to be turned down for removal. I like a 3/16" Oland with the tip pointed and freshly sharpened.
Turn the tenon as small as reasonable. Tamarac is a fairly soft hardwood and there has already been a chip off the tenon, so I will leave it at about 3/16". Some harder woods can be taken to 1/8", depending on you nerves. I have had a piece or two bounce off the lathe. That generates a lot of sanding or a bit of kindling.
This is definitely the wrong time to get a catch! Gently cut away the tenon and the underlying bottom.
